"Fully allocated" has a specific meaning in departmental accounting: the money has been assigned to a budget line. It does not mean the money has reached anyone.
The published allocation tables show the full sum assigned. The spending returns, published a month later, show about two thirds drawn down.
The gap is not necessarily a problem. Allocation runs ahead of spending by design, and authorities have until the end of the financial year.
It becomes a problem when "fully allocated" is offered in answer to a question about whether households have received support. Those are different questions, and only one of them is answered by the tables.
